Smith, who has been in the apartment business since 1976, said that the downtown venture would meet a market he thought existed for smaller, market-rate units in a well-run building.
"I've always had an idea to develop a property that's almost entirely studio units," he said.
Other features planned are a remodeled lobby, a fitness center, a business center, a laundry area and a swimming pool. The renovation also would include repairing the massive clock that overlooks McGee above the parking garage entrance.
The Pickwick complex is close to two other proposed redevelopment projects -- the former Federal Reserve Bank of Kansas City building at Ninth Street and Grand Boulevard, and the former U.S. Courthouse at 811 Grand Blvd. Housing plans are being pursued by other developers for both buildings.
Should the Pickwick and the other projects move forward, the area, now a relatively deserted corner of downtown, could become a solid residential district.
